What is the difference between a budget and appropriations bills?
The Budget of the United States is the President's proposed spending levels for the next fiscal year. Appropriation Bills are Congress' response to the President's proposal.
The U.S. federal budget is the amount of spending and revenue planned for the next fiscal year of the U.S. government. Each fiscal year (FY) runs from October 1 through September 30. What are Appropriations? A federal appropriation is the act of setting aside a part of the federal budget to a specific program or use.
An appropriation bill, also known as supply bill or spending bill, is a proposed law that authorizes the expenditure of government funds. It is a bill that sets money aside for specific spending. In some democracies, approval of the legislature is necessary for the government to spend money.
The House and Senate appropriations committees, through their 12 subcommittees, hold hearings to examine the budget requests and needs of federal spending programs. The House and Senate then produce their own appropriations bills to fund the federal government.
First, authorization bills establish, continue, or modify agencies or programs. Second, appropriations measures may provide spending for the agencies and programs previously authorized.
While the budget resolution establishes each committee's overall allocation, the Appropriations Committee is unique in that it is responsible for further dividing its allocation among its subcommittees.

Congress then must pass appropriations bills based on the president's recommendations and Congressional priorities. If Congress does not pass all appropriations measures by the start of the fiscal year (October 1), it has to enact a continuing resolution to keep the government running.
Traditionally, the House of Representatives initiated consideration of regular appropriations measures, and the Senate subsequently considered and amended the House-passed bills.
What are the three types of appropriations?
A regular appropriation is enacted each fiscal year for that fiscal year. A supplemental appropriation is enacted when needed. A continuing appropriation is enacted when action on one or more regular appropriations bills is not completed before the beginning of the fiscal year.
Congress annually considers several appropriations measures, which provide funding for numerous activities, for example, national defense, education, homeland security, crime, as well as general government operations.
Article I, Section 7, of the Constitution provides that all bills for raising revenue shall originate in the House of Representatives but that the Senate may propose, or concur with, amendments.
Appropriation: A law of Congress that provides an agency with budget authority. An appropriation allows the agency to incur obligations and to make payments from the U.S. Treasury for specified purposes. Appropriations are definite (a specific sum of money) or indefinite (an amount for "such sums as may be necessary").
All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other Bills.
What bills are referred to the Senate Appropriations Committee? Pursuant to Joint Rule 10.5 all bills with a fiscal impact, as determined by Legislative Counsel, are referred to the Senate Appropriations Committee after they have been heard in their respective policy committees.
On Third Reading, the author presents the bill for passage by the entire house. Most bills require a majority vote (it must pass by 21 votes in the Senate and 41 votes in the Assembly), while urgency measures and appropriation bills require a two-thirds vote (27 in the Senate, 54 in the Assembly).

What are the 5 types of appropriations?
There are five (5) major Department of Defense appropriation categories that Congress has established: Research, Development, Test and Evaluation (RDT&E); Procurement; Operation and Maintenance (O&M); Military Personnel (MILPERS); and Military Construction (MILCON).
The Budget Act requires that by April 15, both the House and Senate approve by majority votes the final version of the Budget Resolution reported by the conference committee. The terms of the final, approved Budget Resolution govern the remainder of the budget process for the year.
Congress's “power of the purse” is at the foundation of our Constitution's separation of powers, a constitutionally mandated check on Executive power. The Appropriations Clause would appear to categorically enjoin the President and federal agencies to spend funds only as appropriated by Congress.
They establish, continue, or modify federal programs, and they are a prerequisite under House and Senate rules (and sometimes under statute) for the Congress to appropriate budget authority for programs. Some authorization laws provide spending directly.
The veto allows the President to “check” the legislature by reviewing acts passed by Congress and blocking measures he finds unconstitutional, unjust, or unwise. Congress's power to override the President's veto forms a “balance” between the branches on the lawmaking power.
